The FAQ on the project's website explains that the newly donated DVDs may be allowed to float throughout the Oakland library system, meaning that they would be shelved wherever they are returned. In exchange for letting the collection migrate, the library agreed to kick in about $20,000 to cover the costs of cataloguing and providing security cases for the DVDs, helping them get into circulation sooner.
